You can remove the fog light relay in the large fuse box under the hood. Then make a short jumper wire with two male spades, plug the wire into the two "widest" female slots where the relay was. I don't have the means of making a picture or diagram, so maybe someone else will jump in here with what it looks like.
 
I have done this to about 6 Dodge trucks and numerous TJ Jeeps with no problems. Fogs work with both low & high beam. Hopefully another member can show a picture diagram on how it is done.
 
Even if I can't get em on low beam I'll be happy my lights are foggy enough I can just leave em on bright and nobody will know the difference .
 
I asked about this a while back. Mine is a 98 12V it has two relays. Really did not take the time to figure it out. Sounds like a few different setups out there.
 
Mine has two relays I now have them on with high beem but they only turn off if I switch to low beam the switch doesn't work now but I really wanted was to have thm on with high beam . I'm going to look at the wiring diagram and see what I can figure out .
 
Ya I'm doing the sport headlight conversion as soon I find some work so I can afford doing it . I have one brand new sport headlight from when I had my O1 sport . I put piaa bulbs In it and it was like driving a tractor it was so bright
