Front wheels on Dually, why?

I have a dually and I was always curious but never understood why the front wheels have that weird offset. from what I understand alls you have to do is remove the spacer and you could install normal wheels just like that awesome dodge on performancewestgroup.com 's dodge. Why the weird offset wheels sticking out like that in the front?

You can rotate the front wheels to the back (Inboard/outboard)

yea but the front end of the truck is no different than a SRW 3500, so is tire rotation the only reason?

Also means you only need one spare for all six positions
