I have a 2002 with about 300k, with a new FASS DPRP pump I am running 10 to 12 psi. Dealer thinks it might be a partially plugged tank filter. Any comments?
Has the fuel pressure been verified with a second gauge?
If the in-tank screen is indeed clogged, you can take it out for cleaning or eliminate it as a problem altogether by installing Vulcan draw straw or a tank sump.
Install a vacuum gauge on the suction side of the pump and verify the vacuum reading is less than 6 in/hg AT FULL THROTTLE WITH NO LOAD (this is per the factory service manual). Anything higher indicates a restriction somewhere prior to the pump (kinked or pinched fuel line, plugged tank module, clogged tank module screen, etc. ).
