Help! It’s too Hot to drive without A/C

I just noticed one of my fuel tank straps has rusted off. Can they be replaced without dropping the tank? Can I just put a floor jack with a piece of plywood on it and move it away from the frame a few inches to get new straps in? Thanks.
 
Been thinking I should probably look up on top at the condition of the locking ring and the inlet/outlet. Do these have the locking rings like the old tanks have? Is there stuff up there that rots out?
 
Do one at a time, no need to drop tank for this.
Only problem could be rusted out fasteners for the straps.

If they are gone just weld on two bolts. But do good welds.;)

Everything on top is plastic, no rotting there.

Thank you! I’m glad there isn’t anything on top to worry about. I’ve had them in the past where the ring rots out.
I’m going to put a ratchet strap on it tomorrow to secure it until I get the parts and time to put the new straps on.
