Engine/Transmission (1998.5 - 2002) Grid Heater Relays?

Can someone tell me where the grid heater relays are? It's -20 below and truck won't start. The wait to start lite comes on but only for a few seconds then goes out.

There below the drives side battery. If you follow the wires from the grid on the intake horn they should lead you there.

Thanks,will check there tomorrow. Forgot to mention its a 98. 5 24v. I just checked for codes and got a p0113, IAT sensor, maybe its not telling the ecm its cold out. Will check connections and clean IAT with brake clean and see what happens.
