Well in my humble opinion and from experience if you get the recall notice do not respond unless you want the engine software updated. My 08 has an open recall for recalibration to the ECM that has never been done. Truck runs fine and there was no reason to mess around with the engine software.
I have a device that Geno's garage sells to cover and lock the OBD II port so, I know if anyone tries to update the engine software they can't. I have had the service writer from a local Ram dealership asked me why the port was locked. I said to prevent unauthorize use of the port, he stated the dearer tech could update the service records and update the truck if there were any updates required. I said that is exactly why the OBDII port is lock. I was in for another reason then engine work.
