I am trying to determine why I have had a loss of power over the past few months. This started before changing to winterized fuel. So, the obvious is fuel filter, which got me to thinking... how many other filters, screens need to be serviced? I can only think of two: Fuel screen on the fuel heater and the fuel filter itself. Is their one on the end of the pickup tube in the tank? I have not purchased fuel from anywhere other than the station that I always buy from, and they turn enough fuel over to rule them out. Any thoughts?
 
Yes there is a fine mesh screen on the fuel pick up in the tank. After 10-15 years it would be wise to check
 
With all this in mind have you thought about fuel hose intertior deteriation? (fuel restriction) this could happen but who knows. Check fuel flow? fuel pressure? at the pump for delivery. Just a thought.

Your forward steel supply line could have pinholes in it, introducing air to the fuel. Rubber lines could be rotted through. Given your location in Penn., the steel lines coming out of the fuel tank could have holes in them.

The pickup screens in my tank had a thin coating of asphaltenes (the black stuff). It was otherwise clean. Yes, 'screens'; one below the basket to filter the tank's fuel and one inside at the bottom of the basket to filter the basket's fuel.

If you've never replaced the lift pump, it could be rather tired.
 
Could be overflow valve on p7100 or as stated above lift pump. I had to replace both with in four weeks of each other (290,000 or so now has 298,000).
 
You should do fuel pressure test. Should be above 20 (25 would be better).squeeze the rubber return line with plier, if pressure goes up the problem is the overflow valve. If it does' t go up or goes up slowly it is the lift pump.
