Engine/Transmission (1998.5 - 2002) Injector Pump Going Out?

I got a question for my friend on his 02 Dodge 5. 9L whether the injector pump is going out. He knew the stock lift pumps were weak so he put on a Fass lift pump 7,000 miles ago. The fuel pressure is good; 17 lbs. idling and as low as 9 lbs. full throttle. The problem is sometimes there is no throttle response until you push it flat out, then it dumps all the fuel in at once. It happens pretty randomly but especially when it warms up. His mechanic pulled this code; P0216, Injection Timing Control Circuit Malfunction. He said it is probably the injector pump. What do you think?
 
Assuming the fuel flow and pressure is good (and you indicated it was), then I also vote that this is an early indication of a VP44 injection pump failure.

I had the exact same symptoms and the same code at 104,000 miles. Had the VP44 replaced yesterday with a remanufactured unit and all is well.

FWIW, the current issue of the TDR (#60 ) has an advertisement for a rebuilt pump for $998. 95, but when I called they said it's actually $1199. 95 plus shipping plus the actual documentation for having a new liftpump installed ( so mandated by them ),plus the return of your core if you want their 12 month warranty...

I have been running an Air Dog for several years which has been performing flawlessly and pumping 16- 18 lbs steadily. Can you see anyone spending several hundred bucks for their 12 month warranty? The owner and the manager have not returned my calls to listen to reason, so buyer beware I guess...

I wound up letting my local diesel man intall a remanufactured unit for $1750 including labor with no unjustified hoops to jump through, tho he insisted on changing my fuel filter ( which I had changed last week ) Oh Well.
