Engine/Transmission (1998.5 - 2002) intermittent cutting out problem on 99 w/manual transmission

a friend has this problem on his 99. an intermittent cutting out at 65 0r 70 mph. check engine light comes on. then it finally straightens up and runs ok.
the code is 1689 (nocommunication between ecm and injection pump module) he has a fuel pressure gauge and good fuel pressure.
can anyone tell me what to look for? we put a new geno's apps on today. no change. thank you

Good link! Something I would add...... there are two ground wires on the passenger battery. They need to be correctly grounded to prevent PCM faults from arising in the ECM, especially the smaller wire.

he took it to another shop. they replaced the vp44. he said that fixed it.
I don't like to replace the vp44 unless I get the error code for it. oh well

1689 is an injection pump code and most of the times fixes it
