Engine/Transmission (1998.5 - 2002) MAP Sensor bad?!?

I have an HX40 (for now) and I am only getting 23-24 lbs of boost out of it. I have checked the boots for cuts, and it has the wastegate pinched off. I was wondering if there is some way that my box is not overriding the max boost that the computer allows. Or if the MAP went south if it could cause this problem too? I have got a low MAP voltage code once. Just trying to trace down this problem.

The map may be going bad. I just bought a brand spankin new one on ebay for $10..... to keep in the garage just in case mine goes out. Keep you eyes on ebay & they go cheap sometimes.
