Engine/Transmission (1998.5 - 2002) Mystery Wires

I've had my truck since April, and today I was looking around under the hood trying to see what is involved with changing out the fuel filter. I noticed a stray black wire coming out of the wire loom just behind the filter canister. Any ideas what it's for? Also I noticed another wire coming out from under the cover of the VP44, what's that for?

The one behind the fuel canister may be the data port (3pins with a rubber blanking plug) ... send pics
