Simply moving the throttle lever doesn't always allow the rocker to travel all the way forward. On some pumps you have to actually pull the rocker forward manually to see exactly where it is going to hit the plate. Or you can remove the back plate, and push the rocker forward until it hits the plate.
Try only moving the throttle to about 1/4 travel while watching the rocker. On my 215 pump, 1/4 travel touches the plate, but any more throttle causes the rocker to retract back.
When the truck is running though, the rocker will move as far forward as the governor springs and throttle allow up to its maximum travel.
If you are looking down through the AFC hole on top of the pump, the rocker only comes into that hole about 1/2". If your plate is farther forward than this, then no it will never touch.
