Ok, I need some help figuring this one out. I have a 97 3500 and when I turn the key from off to run, relays, dash lights and such start going crazy. Sounds like the almost dead battery when you try to start an old Chevy or ford and the solenoid rattles. When I turn to start, nothing. I drove it up and parked it, then 2 days later this. I have 13.2 volts on both batteries (did not load test). I have isolated it down to something after fuse 9 in the dash fuse block, engine control I believe. From fuse 9 it goes to splice 114 and from there to Automatic shut down relay, Trans relay and splice 132 and on the the PCM. Splice 132 feeds the Fuel shut down solenoid and relay. Also feeds the fuel heater and relay. I'm fairly new to diesels but given the proper info can fix most things.

Sounds like a rodent chewed some wires!
Nothing when turning key to "start" and nothing happens could be Clutch Saftey switch/Neutral Saftey switch, starter relay, wires, connections and last the ignition switch.
If it is making noise the starter could be acting up/ the starter solenoid /solenoid contacts.

All was normal up to cranking 2 days ago. All the noise and relay chatter is when the key is in the run position or I jumper contact 2 to 7 on the ignition harness. The switch is supposed to give continuity between 2-7, 4-5 and 6-7. I only have the problem between 2-7. If I actually try and start the truck everything goes silent and it doesn't turn over. I still have a few pieces to isolate but was hoping someone else had seen this before and could give me some info.

OK I did figure this out, but almost too embarrassed to share the fix. After scratching my head I started inspecting the battery cables and found the negative terminal at battery #2 corroded. Used an old clamp on style after cutting off about 3 inches and what do you know, it cranked. Always remember to KISS. Keep it simple stupid.........

No need to be embarrassed, Thanks for sharing! It is often the simple/obvious items that are easily overlooked, and has happened to us all on occasion.
