At the risk of sounding crude, I shall repeat myself:
Who must comply? For-hire motor carrier - A person or business that provides transportations of persons or property in exchange for any form of compensation or payment.
If you are not a for-hire motor carrier transporting persons or property in exchange for any form of compensation or payment, you do not need to comply with this law. If you own the vehicle, trailer and contents and haul it around for your own purposes, you do not need to comply with this law. If you haul your friend's race cars because you have the equipment, and do not charge him anything, you do not need to comply with this law, because you are not receiving any form of compensation or payment. You could win $1,000,000 at every race you attend, and still you would not need to comply, because you are not a for-hire motor carrier hauling persons or property in exchange for payment of any kind. As outlined in DRO, the law is clear in its terms and conditions.
And Oasis, yes, I would ask the DOT man to show me the full law and regulation. And if he refuses to show me, or does and he is wrong, and persists in his illegal action, I would arrest him on the spot. And hold him until the proper authorities arrive. No law enforcement officer in the US has the power to operate outside the law. No ifs. No ands. No buts.
Ignorance of the law is no excuse, neither for the accused nor for the person empowered to enforce the law.
