no low beam

I knowticed that the pasenger side low beam was out so I picked up some new bulbs. well new bulbs didn't help. i'm getting power to the socket but on the ground side i'm seeing about 12ohms on both passenger and driver side but the driver side works fine. these things are driving me up the wall. any ideas beside bringing it to a dealer to get ripped.

ok this thing is still drivin me nuts. has anyone just said screw it and put in a whole new light system.
