WILL THE OBD II READ TROUBLE CODES?

Rephrase your question. OBDII generates the trouble codes. On some trucks you can read them back through the odometer. The 99s won't let you do that. Any OBDII compatible scan tool with the appropriate connection will read the codes.

The "3 key cycle" to read OBD II started in the mid-99 model year.

Mine will display codes.

12 valves also read the codes with three times on/off trick. Think it was just late '98 and early '99 24 valves that need a code reader.

I can remember pulling codes off my Mom's '86 Caravan the same way, the check engine light would flash in sequence.
