In context of this topic, even though Texas is somewhat independent, exceeding emissions levels to generate more power from still working power plants requires permission. Fines etc. are expensive. The "Glowing Government Report about emissions reduction." is now going to be an emissions and global warming smear campaign with the emergency as a footnote. Guess how long government paperwork takes even with a predicted rare weather event.
Now the "Where are the hurricanes going to hit this year?" makes the rare Texas 2 week outage merely a SSDD where they hit and knock out the power. In fact some areas hit by a major hurricane and related flooding were not rebuilt:

California is SPECIAL where the spot market Enron FRAUD caused rolling blackouts in the early 2000's. The continued neglect of the gas and electric in California blew people up in their homes causing PG&E to be put on Criminal Probation. Due to wildfires caused by neglected "How old are these towers really???" had the Judge order the unsafe lines shut down during high winds. Maybe that reduced emissions from say the yearly high winds blowing down neglected power lines that spark wildfires that we can no longer control no matter how much disaster relief and firefighting money dumped in the fire.
The major alternative aka Zero Emissions Vehicles are electric. This is a strange move given the problems with the electric infrastructure. It's laughing stock that the state with the most power failures is forcing people to depend on electric vehicles. Sadly it's not going to be funny when their failure reaches into your wallet by higher prices, bankruptcy bailouts, or causing higher electric rates to your area because they are outbidding you for your local electric utilities generation capacity. That is the remaining generation that "Glowing Government Emissions Reports" hasn't shut down due to expense to meet the next new emissions standard. For example 25% of the nuclear waste causing electric power from our local AZ nuke plant goes to Los Angles, CA. Guess who will get to deal with the nuclear waste: Arizona Ratepayers.
