I have seen other people deal with this.
Where I live, you are allowed to burn trash (as long as its in a barrel). the one neighbor takes old barns and turns them into Chestnut flooring, beams, etc. I think someone complained about him burning scraps. Now he has a wood stove he burns the scraps in. He runs the stove with the lowest heat he can, this causes that massive stinky smoke that just sticks around the area. He has been running this stove for the past year 24X7.
I get a kick out of the city slickers moving in that complain about the smell of when the Amish clean the barns and spread it on the fields. (I have to admit that chicken cleanings just don't smell natural though). These city slickers even call the cops to pick dead skunks up off the road.
Do you know who is complaining? I heard where someone had that problem and knew who it was. He put a "for sale by owner" sign in front of his house, and planned out that when he knew this guy was going to be home, he had his buddy and his large family (enter race that your neighbor hates) stop by to check out the home. They turned the kids loose on the yard where the neighbor could watch them as the adults were shown the house for a couple hours.
