According to the wiring diagrams found in the factory service manual, the lift pump, Cummins communication bus, fuel heater, and AC compressor clutch all share a common grounding path through splice S164. They're ultimately all grounded through G107, which is located on the left (driver's) side of the engine block just under where the OEM lift was located. The service manual doesn't show where splice S164 is, but says it's in the engine wiring harness near the fuel transfer pump.

Is it possible that the original complete grounding path through S164 to G107 was severed somewhere when you removed or modified the wiring harness to install the new FASS?

I didn't have to modify or cut the harness. I used the fass relocation kit. Their harness plugs into the OEM harness without any mods. You use the short, 6-8" OEM extension, plug in the fass harness and run it back to the pump location. What are the page numbers for those diagrams? I have the factory books in print.
It's a good question. Tough to see now but I'll have a look see tomorrow night.

On page 21 of the new genos catalog they offer a fuel filter kit for 97-99 trucks, $129.00. Has the spin on filter. I contemplated getting one when I had my 99 but couldn't justify it since it wasn't leaking. My truck now has the drop in style

I checked the wiring tonight. There is a 12 ga black/ white tracer wire coming out of the harness at the location shown. About 4 inches long. Another 18 ga wire, black/ white tracer is with it. They are attached with an 8mm bolt to the side of the block. If the Carter pump was in place, you would be hard pressed to see it. I didn't check it with a test light for ground. I will tomorrow night.
