The road tax applies to manufacturing and SELLING of more than 400 gallons. Just making it for yourself doesn't matter. (yet. give them time. )
This waiver I believe only lasts till Sept. 15th and its to allow more fuel into the market to prevent a shortage. Not worth the hassle for those that aren't suffering a shortage.
