As a supplement to the techniques on this page, I would like to point out one more. When I use the method stated by illflem, it always opens in one of the browser windows I already have open. To avoid this, here is the best technique I can find. It takes a little bit of work, but you only have to do it once. Saving the file to your own hard drive makes loading the page a snap for those of us on slow connections. The rest of this is based on using the default name and storing it on the desktop. It also assumes Windows 98 or Windows NT or Windows 95 with the desktop update of IE 4. 01 SP1 and of course Internet Explorer.
1. Do as previously stated to save the file to the desktop, or anywhere you like.
2. Navigate to where the Internet Explorer executable is located. Typically this is "C:\Program Files\Internet Explorer\IEXPLORE. EXE"
3. Right click it, hit send to desktop [create shortcut]
4. Go to the shortcut you just created on the desktop, right click it. At the end of the "Target:" line, add a space and paste "c:\windows\desktop\Crack's Smilies - cwm =).htm" The quotes are acceptable, but not essential.
5. In Internet Explorer, go to menu item, Favorites, Organize Favorites... When this window pops up, drag the aforementioned shortcut into your favorites.
6. Right click this new item in your favorites and hit properties. In this window, there will be a "Run:" listbox. You may change this to whatever window style you desire.
7. Hit Apply, OK, and then Close on the Organize Favorites window.
If you follow these steps, when you click on the item you just added to your favorites, a new window will open in the window style that you configured in step 6 displaying all of those smileys

OR, if you aren't feeling into this many steps, perform step 1 and then:
1. Right click anywhere on the desktop. Go New, shortcut. This will cause a "Create Shortcut" window. In the command line copy the following line and paste it into the "Create Shortcut" window. That is from the first quote to the fourth quote.
"C:\Program Files\Internet Explorer\IEXPLORE. EXE" "c:\windows\desktop\Crack's Smilies - cwm =).htm"
2. Hit next.
3. Give a name, maybe something like Smileys, or go with the default and then click finish.
Then proceed at step 5. Guess I only saved one step, but this was probably easier

These command line arguments also appear to work with Netscape, but I am unable to add the shortcut to my favorites in Netscape.
As always, there is more than one way to skin a cat. Hope this works for someone, besides me that is.
