High Idle
It is a high idle kit put together by Harold Bowers. Basically it is a solenoid that you mount by the throttle in the engine compartment. When you engage the solenoid, it holds the throttle open to around 1150 rpm. It's the low cost alternative to a full blown adjustable electric high idler.
He puts together the whole kit: solenoid, mounting bracket, switch and wiring. Hopefully I'll get my pics of it installed scanned in soon so I can post them up to give everyone a better idea of how it works.
