major thread bump. I believe this describes my truck to a tee... plug the truck in, starts like a champ, no smoke. unplugged, 20* out, haha, ya right, wont even try. 30-40*, you have to give it a little throttle as you crank, and it smokes like a freight train, running on MAYBE 4 cylinders... . I watched today when I started it, not plugged in, temp about 40 out, and there wasnt any voltage cycle on the dash... . wait to start light came on for approx 10-15 sec, but didnt see any voltage cycle... sound like relays?
 
It sounds like the relays aren't closing, but you need to do some trouble shooting. There are two trigger wires on each relay. One is hot all the time the key is on, the other is ground and is controlled by the PCM. You can manually ground the terminal and look for voltage drop and/or hear the relay click closed. If the relay closes check for voltage in the large black wire that is hooked to the grid heater. Both of the large wires should be hot when the relays close, the engine is the ground.
