Engine/Transmission (1998.5 - 2002) Starting mystery

My truck only starts after I drain a small amount of fuel from the fuel filter via the water drain lever. This has been going on now for several tanks of fuel. Once warmed up it will start OK but park it overnight and I have to drain it again. Anybody ever run into this problem before?

Not this exact problem but last year my truck was hard to start. It turned out that the fuel hose from the filter to the injection pump was leaking at the po9nts where I cut the hose(years ago) to install a tee for the presswure gage.

New hoses fixed the problem.
