I looked at the PDF and couldn't find you an answer. That doesn't mean that it is ok to hunt over bait. Do any of the hunting stores in WA sell feeders and bait? If not that might be a clue that it is still against the law to do so. If they do sell them ask if it is allowed everywhere or just on private land. Here in the great state of Texas feeders are allow only on private land as far as I know.



In New Mexico feeders are allowed on private land but you can't hunt over the bait or with in sight of it. You must put yourself in the path of the feeder hoping you will catch the game passing you on there way to the feeder.

I didn't think you could either. Maybe they changed it? The only mention I saw was that it is illegal to bait black bear, but nothing appears to be mentioned for deer or elk..... Oo.
 
In the past Game Wardens I talked to (aka Fish Cops) repeated the laws from other states. You could not sit over the bait or be within sight of it. Also any forms of electric calling aka tape or such.



Some things might have changed as you can now shoot a deer w/ any centerfire handgun/rifle cartridge. The game department is hoping they wont have a bunch of people out trying to shoot deer w/ a . 380
