Steering wheel noise 2001 2500

Hi All,
New to me truck. When turning the steering wheel there is a squeaking noise that sounds like it is coming from between the steering wheel and the column cover. I read the articles about the U joint and have lubed that with a penetrating oil. I read about a clock spring but have no idea what that is. The horn works so it is not that linkage. HAs airbag and I an reluctant to mess with it for that reason. Previous owner said that the previous owner he bought it from said that some kids tried to steal it and messed with the column cover.

So the top plastic Bezel around the Key is lousey Gousey. I'll take it off and see if the noise persists. I hate Squeaks high pitches sounds.

This is usually the plastic busing the shaft goes through out in engine compartment, not the U-joint itself. A single drop or two of oil quiets it down, sound transfers inside and sounds like a squeak inside and only happens when turning.
