Pressure helps the low end! And yes the 600's do have more initial pressure. However, it is my opinion that Edge needs to get rid of the fuel pressure part on the '03-'04 version of the Juice to get rid of some real quirky stuff going on(PM me if you want and I can get into the details) - then it will be awesome like the later model Juice's on +04. 5 trucks. Also, if you can convince Edge to provide the Juice with 5 power levels without having to buy the Attitude monitor, which is a waste of money if you already have analog gauges, then all the better too.
If you want the best "low end" boxes IMO consider the VA C3. 1 or the TS MP8 ("old" Ramifier). Yes, the VA has low "peak" power ratings, but who cares if you want this power/torque in the lower rpm for towing anyway. The MP8 fuels like the VA down low, with infinite adjustability, but doesn't peter out on the top end like the VA does for EGT control.
If money is not an obstacle, I would consider some small injectors (Flux, 2-flows, DD1 or 2, etc) with an in-cab adjustable pressure box. Injectors are not "peaky" power like some boxes. Rather, they closely follow the factory power and torque curves and therefore are really smooth power adders.
IMO the more mechanical performance upgrades you can do, the less crap can go wrong. Picture messing around on the side of the road in crappy weather undoing all the box harnesses when you have problems to rule out these from the broke-down equation - don't ask me how I know this.
That being said - I do love my TST twins even though I normally run around town with it on 1x0 :-laf
