Engine/Transmission (1998.5 - 2002) Temperature gauge malfunction

Dash temp gauge justed started malfunctioning. When the key is turned to start the gauge moves to first indicator and stays. Regardless of how hot the engine is. I have replaced the temperature sensor unit and thermostat. Tested the sensor unit voltage at 0. 455 volts. Anyone know what else I can do.
