I've recently had a few issues with highway driving, where I would be at a constant speed (65-70mph) for a long stretch of time, and the accelerator pedal would get stuck in place. I could brake, but then when I hit the accelerator again, it would feel like stepping on a brick.

When coming to a full stop, I would downshift, and once the transmission was in neutral, the engine would die. I would go to a parking lot, pump the accelerator a few times to make sure it was freely moving, and then go back on my way.

I finally got tired of the problem and decided to track it down today. I found that one of the springs on the throttle rod had broken off, and only left the plastic clip. In the service manual, see Section 14, Page 132, Figure 26 (Throttle Lever Linkage Rod Adjustment -- Diesel). Is this something that could cause my problem, or do I need to search more? Also, is my best bet for replacement the Cummins dealer, or is there something easier?

Depends usually the without a spring the throttle linkage moves very freely at least with my experience in having the big return sping come off twice(My mechanic tied in place the second time it came off).

I would look at the whole throttle linkage. Where to linkage hooks together the little ball and sockets get a little sticky.

As far has the spring Cummins, hardware store or auto parts store.

I don't think the return spring is an issue with throttle sticking. I drive mine most times with one disconnected anyway. Just makes a more sensitive pedal that way. You must have something binding, externally hopefully.
