...the craziest part of the story is how the attorney for Takata when they were saying that desiccant would fix the problem became the head of the DOT when the DOT said they didn't need to recall the desiccant airbags. I can't help but think about the seat belt scandal that Nader helped uncover. Anybody know what the replacement airbags use as a propellant ?

Both of mine were replaced under recall, but in separate notices. The first (driver side) in July 2015, the other in June 2017.

At the time, IIRC, they decided to selectively replace them in part based on location with a higher priority to warmer, more humid locations. I lived in Virginia at the time.
