Uh, don't tilt the wheel? :-laf Sorry- couldn't resist! Seriously, the wires in the harness along the steering column get brittle with age and movement. Sounds like one of the ignition wires has done so & breaks contact when you tilt the wheel. Finding that specific wire will probably be a real chore, but who knows what the complete harness would cost, if it's even still available. I feel your pain. :(
 
We need LOTS more information in order to help you:

What truck do you have?
Does anything else lose power when this happens?
Does the radio quit?
Do the gauges go off?
Does it happen when you tilt it UP or DOWN?
Do you have to put it back where it was, UP or DOWN, to restart the engine?
Does it happen every time or just on occasion?
