Engine/Transmission (1998.5 - 2002) transmission won't shift from 1 to 2

My 1999 auto transmission won't shift from 1st to 2nd unless I wind it up to 2400 rpm, let off the gas and then it will shift to second. After that the rest of the shifts are ok. I followed advice I found on this issue and did the following:

replaced the output shaft speed sensor, replaced governor sensor and solenoid, fluid and filter, adjusted the front and rear bands and finally the shift linkage. It still won't shift but I now noticed that I can get it to shift at lower rpm by just moving the shifter to neutral and back to drive and it shifts perfect. Anyone have any ideas?

buy the alt supression kit from that guy in Ca, it works and keeps the transmission from picking up or not picking up signals due to the dirty china alts that inferfere with with shift points, cheapest fix ever around $40, somebody will know it, i just got one for a 99 the other day fro him Navone i think is the name good luck!!!!!
