Every law/regulation/guidline etc issued by anyone in the Federal government (including Clinton) derives from the US Constitution which is a creation of the several states in existence in the mid 1700s. The states gave the Federal very limited powers.
There is NO power granted the president to do what Clinton has done (not that he is the first to act as a dictator/despot). He may be YOUR favorite dictator as he implements Executive Orders YOU approve but that does not make his actions lawful, acceptable or in the long term, beneficial to this nation.
Someday it all comes apart, this political
