Engine/Transmission (1994 - 1998) valve stem seals

has ANYBODY INSTALLED the new style valve stem seals from cummins on a 12 valve head orderd a upper engine gasket kit and it comes with the metal and rubber style seals instead of the origional rubber style . it looks like the we need to drive the steal part onto the head because if you dont the valve springs dont sit down on the head flat . so is there a special tool i need or what

Thanks for the reply I tried to gently tap one on and can see there is no way without machining was hoping we were doing something wrong but you confirmed it
