What are these?

Attached photo shows my engine and circled in red are two bolts/screws. What are they? Can they leak?
 
Water jacket?

I believe the plug opens to the coolant jacket. Not sure about the bolt. The hose towards the back of the motor is for the heater core. Im pretty sure it opens into the same area.

1) Correct... . Coolant passage. If you run a coolant bypass you use one of those plugged ports.

2) That's one of the head bolts..... There are 26 of them on a Cummins 5. 9. There is nothing to leak from there.
 
Thank you Craig. On a couple occasions, I have found what appears to be coolant around the plug, which sits to the right of the "bolt" if you look at the picture. What are my concerns? I am assuming the screw to the right (in the red circle) is a "plug" for the coolant jacket.

If the plug leaks coolant, is it loose? Do I tighten it? What is spec lbs. of torque? thanks for the enlightenment.
 
If the plug is loose then, yes, tighten it. If it is not loose, but leaking, remove it, clean it, and reinstall using thread sealer.
 
I believe there was a TSB on this at one time... tightening or removing/cleaning/reinstalling (as previously described) was the fix.



Mine leaked, and it only needed tightened more (it felt tight)...
