where to find B&D exhaust brake?

1. I can't find anyone in Dallas that sells the B&D and can't find them on the internet. What does B&D stand for?
2. I have read many threads on ex. brakes & plan to get one soon. I have found U. S. Gear, Pac Brake, and Cummins (Jake I think). Does U. S. Gear still have problems or is it reliable now?
3. On the 98. 5 I was told that their is no signal from the ECM for "no-fuel" to signal when you let off the throttle to engage the brake. Is that true. I was told that only from '99 on is that available. On a '98 a micro switch is used under the throttle pedal and is an immediate on when throttle is released. Is this normal?
