No not a Dodge mechanic - just a long time owner.
The ECM being bad may or may not just be s symptom of a lesser problem. The ECM has a data signal that's stuck low but it isn't smart enough to know why. It could easily be because of some external sensor or short pulling it down. The P0483 code is telling because its fan related. For some reason the ECM is especially sensitive to the fan failing sometimes. There is a history of fan failures causing system bus problems like you have. I would inspect the fan closely for a damaged wire going to it and if no physical damage is found, just unplug it to see if the ECM is happier. You will of course get a fan code by doing this but that's ok. You may also have to do something to the ECM to reset it like clear the codes and/or disconnect the battery cables for a while.
