There is no such device named as "fuel pressure regulator" on an 05 CR. I do not know what component this garage is referring to, maybe the lift pump? It supplies volume as it's primary duty, fixed pressure depending on throttle position. Maybe they are describing the fuel control actuator? That controls the amount of fuel delivered to the CP3 injection pump.
Seems to me, that if a shop/garage cannot correctly identify the fuel delivery components by their correct name, I would have little to no confidence in their ability to repair the vehicle. $580 would be more than I would spend to replace either item, both can be purchased for around $150 or less each.
I would ask for further explanation, and proof...and assurance before they would proceed.
