I've seen a bad load of fuel stop up a new filter. Any time there's a fuel issue, first thing to do is change the filter.

Second this. You might've picked up a load of algae which will clog a filter with ease. But on the other hand, you could've picked up a load of fuel that had abnormally high levels of asphaltenes which will also plug up a fuel filter.

The last couple times my '98 turned into a Rolls-Kinnardly (rolls down one hill, can hardly make it up the next), it was because my fuel filter change was overdue and not enough fuel could get to the engine.

That is exactly why my pressure is measured post filter. Mine was an easy install as the 99 has 2 ports on the filter housing 1 pre and 1 post.
 
Tip, Put a label from like a Brother P-Touch somewhere you can see it with the date and mileage you last changed fuel filter. The old mind will make you think you "just" replaced it but the label helps snap you back to reality. And, if you start having issues you can check the date and either rule out or change just because.

I actually mark right on the filter with a sharpie the date and mileage it was swapped. This will be a slow process as I'm very busy for the next 1.5 months...
