Clear plastic crap on oil pan, wrinkly, bubbled, peeling it off

My 05 has some kind of crappy clear coat bubbling, all crinkled up on the engine oil pan when I got the truck. Put on over top the black normal paint. Its only on the oil pan.

Anyone else have this stuff on the oil pan? Its only on the engine oil pan.

I hosed and scrapped some of it off. Water got under it and sat and has rusty spots on my oil pan. The black paint is still good. It wouldnt have any rust spots if that junk plastic coat wasnt put on there all bubbled and wrinkled full of moister

Alot of it flaked off and peeled off but alot of it I need to remove still so I can de-rust and paint the oil pan.

I think ill try some oven cleaner on an area , then hose off
 
The whole engine is coated with it, or was in the past.
All Ram Cummins engines are painted with that clear Coat at the factory.
 
Mine's been that way forever. I wire brushed the pan,cleaned it up and gave it two coats of Rustoleum paint.
Ive been peeling and sanding and treated rust spots with Ospho. Still got some more to go then it will get some rustoleum semi-gloss black
