Easy, empty the filter with the Valve (yellow handle), loosen the cap, pull out the old filter, clean the filterbowl and be sure to not left any debris on the inner (after filter) part of the bowl, install new filter, install cap with provided new O-Ring, switch ignition for prime, start engine, check for leaks.
That's the short version.
 
You can pick up a cheap specific socket at a parts store. I added a swivel and an extension and keep those in tool box along with spare Baldwin filter.

On my '03 the size is listed as 1 1/8" on the socket. Did the specs change at some point, or is 29-mm the metric equivalent of 1 1/8"?

Yep, almost a metric equivalent; however, the 29-mm is a bit better fit. Be sure to use a 6-point socket if using either one. A 12-point may possibly round off the nut if the lid is on very tight.
