17 PSI Boost, why???

I am only getting 17 PSI of Boost at WOT. What could be the cause of this? As far as I know, the lift pump is still the original, and I havn't installed a fuel pressure guage yet. Could a bad lift pump cause this? What else could it be? Thanks in advance for the help.
 
The first thing to check would be all the charge air cooler piping clamps between the turbo outlet, charge air cooler and intake manifold elbow.

That is normal....

My '99 maxed out @ 17psi. It went up to almost 30psi with the addition of my Practical Solutions boost module and elbow. Looking at your signature, it looks like you don't have one. My boost module will be for sale shortly for $75 if you are interested, and you can order an elbow from Gordon @ Practical Solutions for $10 I believe.

I was under the impression that max boost with a stock truck should be 26 PSI. I think I might have been mislead all along. Thanks for the help. At least now I know nothing is wrong with my baby!

18# max stock - I think the 99's would hit 20 if your lucky. Practical Solutions fixed that.
 
26psi is the number for the ETH , 20. 5 for the etc , you need to have a load on the truck to hit max boost , or be bombed , my 2000 never went above 18 stock .
 
Mine would hit 19 when stock but usually 17-18.

After installing a boost mod. and elbow is now will max out at 29 and usually 26-27.

Your truck sounds ok to me.
 
17 is normal,FYI,this weekend I was getting ready to mount my snowplow frame. I was looking up under the drivers side fender,to locate the attachment points,when i noticed something bad. The lower intercooler rubber boot was rubbing up against the sharp edge of the inner fender lip,it had worn a slice right into it. I would look under there and check this,my truck was never hit,or mangled,so this is a factory fit problem,so I m sure other trucks must have it too. This is an expensive boot,over 100 bucks. I bent the sharp edge down straight with pliers,and ordered a new boot. It was leaking boost
