Archived 2000 2500 Cranking but Not Starting

So it has been a week, I am in the national guard doing a week trip to my unit, drove up Monday and started getting a loud hiss from under the dash after a hard stop when someone ran a light. swapped the upper hydroboost hose (thank you TDR) with borrowed tools, i could not swap the lower with the tools i had but will when i get home.

on the way back to the hotel tonight I stopped to pick up diet coke at the gas station, started the truck up to run through the drive thru next to it and had a strange smell kind of like rotten eggs. Went the 20 feet on the road to the fast food place, while sitting in the drive thru line i noticed the smell was back and saw white smoke coming out of the exhaust. Put the truck in neutral and ran the throttle up to 2800 or so and the smoke stopped the idle had surged a little on the way to the gas station(i was thinking bad fuel I am out of town and fueled up at a new place) as i pulled onto the road i realized i had next to no power!!! I pulled over 10 feet later and shut the truck down and restarted, I went the 400 yards to the turn and still no power! Went the 150 feet to the entrance of my hotel and shut the truck down. let it sit for 5 minutes and ran it around the parking lot, feels like there is no boost. but there has not been any smoke since the 30 to 40 seconds i noticed in the drive thru while idling.

I went back out and did the 3 key deal and got a p2580 and a p0489. the truck has 166K all stock to my knowledge, I have less than 4k on it.

So question A:
I can deal with the lack of power but i have to get back home, can it be driven or should i get a rental and come back with parts?

b:
what does the group think is wrong?

c:
I have a gerber # 3 Phillips head and snips (like scissors) and a cable knife on me can I replace what ever you think it is.

Truck has 166ishK on it fuel filter and ccv filter 3k ago but did not pull the egr cooler to clean it. The truck was previously a fleet truck so got most of the maintenance history but not all.

P2580-turbocharger Speed Sensor Circuit Low

Have you serviced the EGR cooler and valve? Changed the crankcase filter? Clean fuel and filters? The no power, smoke and no brake would make me think your ready for a turbo. Only the dealer can run the turbo performance test.
The DPF need to be cooked and then blown out. You can take it off but the dealer has to send it out to get the service done.

The egr valve must be cleaned,it may or may not be enough but an egr that is not functioning correctly will lead to MANY more problems.It takes an 8mm 10 mm 11mm to remove the valve.A phillups and some creativity to prep the valve for cleaning.I would not drive it much distance with a bad egr valve
 
i had checked the code numbers, I haven't cleaned the EGR valve or cooler i replaced the ccv and fuel filter 3k ago. I don't know if the codes are related. I was thinking it may be the turbo speed sensor causing the performance issue
