99 Dodge 3500 starts revs up and down and dies

Hello everyone I'm having problems with my truck it starts and revs up to 800 down to 500 and back and forth a couple of times and then just does I don't see any blown fuses I had a apps sensor code and changed it but no luck also when it's reving up and down the throttle pedal has no effect 13 psi of fuel pressure got an injection timing failure code but hooked VP up without ecm input and it idles I'm stumped any help would be greatly appreciated

Are you talking about the P2016 code? Have you messed with the timing key on the VP shaft?

I have not but with the VP harness unhooked and the VP hot wired it starts and idles

Check connections on all plugs for corrosion. You mentioned replaced APPS did this begin immediately thereafter?

Time to follow the Blue Chip diagnostics. You may have an ECM issue. Pretty much all scenarios from here out are gonna be expensive so best to follow his steps to make sure you get it right.

It began before that's why I changed it also crank sensor was changed

I have followed blue chips diagnostic and the truck will idle with the VP hotwired without the ecm in the loop but won't when I hook it all back up

Heres one place I found by typing "Dodge Ram ECM/PCM replacement". There's quite a bunch of vendors. Hope you find something stupid versus needing module

I was fortunate enough to not have to replace the ECM in my Gen 2 days. I honestly don't know of any reputable places. Maybe someone else will chime in. It's an expensive fix to come up swinging - Blue Chips trouble shooting are the best I've seen for the Gen 2 24 valve.

I had hoped that it would be something simple I've checked all the grounds and unplugged all the connections and cleaned them and plugged it back in still nothing the problem is intermittent as well on rare occasion the truck will start and run properly I'm figuring a new ecm is in my future I got a killer deal on the truck tho so no big surprise
