The Transfer Flow uses a piece of aluminum angle on the ends (left and right ends) with 4 1/2" holes that you can access to put the bolts through pretty easily with the tank installed. They also have some pretty good installation instructions to ensue that you don't drill through the bed crossmember edges, but the bolts are long enough to use if you don't have any choice. For the record I moved my Transfer Flow from the 2003 truck to the 2013 bed the holes went in the same place. I would be careful how much I tightened down the bolts unless you end up with the tabs over the raised bed corrugation, the rubber strips that they give you will take up any slack in the installation but if you over tighten the bolts with the tabs unsupported underneath you will put a lot of stress on them trying to pull them out of the tank. Transfer Flow gives you some stepped shims to prevent having unsupported mounting angle on the ends of their tanks. Bolting it down is to ensue it stays in the bed in case of a serious accident so it's better to be sure the bolts won't pull through the bed. It doesn't have to be rigidly bolted down only properly fastened.
 
On my RDS I made some aluminum shims to fill in the high/lows in the bed ribs. Then I used some 3/8"x2" bar stock that I drilled and taped for the bolts to screw into to secure the tank in the bed.
