Those are not standard bolts. They have a splined section that locks into the bracket.



I didn't pay attention to the size when I changed out my steering box and bracket earlyer this year.
 
The ones that come stock on there are about 3/4 inch longer than they'd need to be. I replaced mine with shorter ones so a year later when I had to pull it apart again I didn't have an extra inch of rust per bolt to contend with.
 
I'm not much help for your particular question either, but only one of mine was splined, the others were standard high grade bolts.

IIRC
Frame ~1/4"
Bracket ~ 3/8"
nut `5/8"
total thread needed ~ 1 1/4 - 1 1/2 or so. Mine were probably ~2" but too long. one was longer than the rest (the splined one) and it made it easier to install that way.

It was last summer that I did this last so I am fuzzy on it.
 
Got it back this evening, appears they used the bolts that were in there, will take a better look tomorrow. All nice and tight steering again !! :D
