Can you set the pump timing with the head off

So I am replacing the head gasket. While the head is at the machine shop I would like to replace the tappet cover gasket which requires removing the fuel pump. So with the head off can you set the timing on the pump? I do have the miller timing tools and have set the timing on quite a few trucks.

So I put a dial indicator on the piston to find absolute top dead center and then marked it on the vibration dampner. The new top dead center is about 1/2" back from the old mark that I put on using the timing pin.

That half inch makes a difference in the timing I thought the tdc pin would be more accurate.



Any Thoughts?
 
I've never used my pin. Always do the drop valve method. Indicator or the piston is probably the most accurate for sure. Lots of slop in the plastic timing pin.
