Engine/Transmission (1994 - 1998) Cap on the front of p-pump= more power?

A friend of mine told me that I could change the cap on the front of my pump and it would give me more power. I have never heard anything about this. If anyone knows how to do this and what it does to yeild the higher power, please let me know.

The cap allows for more rack travel. But I am not sure if putting on the plug with out having the pump adj. would yeild more power.
