dealer service?

I have a '03 4x4 QC dually with 65,000 miles on it. I bought the truck with 53,000 and the engine has ticked from the day I got it. It's not the normal tick at idle, it does it at all rpms and you can feel it in the floorboards. I've had it to the dealership 3 times and they have adjusted the valves each time. On the last visit, they told me it was normal. My question is, does anyone know who I can talk to or what I can say to the dealership to get someone to actually look at it?

Why would the dealer attempt to fix something that is "normal"?

Not knowing all the quirks of the Cummins, I'm not a definitive resource, but does it have good oil pressure measured on an aftermarket gauge?
