You won't. The only thing they'll list is "trade secret." They aren't required to list the actual components.

Use at your own risk. You won't catch it in ANY of my diesels or garage.

Wrong. They do list the actual ingredients if your bother to look up the scientific description. They do not list the common name of the ingredients. I’m going to assume you have a search engine available since you’re corresponding using an internet connected device. Use it.
 
Wonder why FCA put those ribs in the fuel filler hole. How is this improvement from the rib-less design found on previous model year trucks. Some engineer in the "capless fuel fill division" get his panties in wad because the aftermarket came out with a cap ?
 
My mind went there as well, however my thought was they changed the way the breather is designed, and didn't want a seal at the cap.

Are there to catch on the spring on the nozzle and keep it from jumping out or hold it down to open lower flap.

That EBay listing didn’t list what years the cap was applicable to. I wouldn’t use it on the new ribbed filler tube as I’d be concerned that those ribs would eventually rip/tear that foam causing bits of that stuff to fall down into the tube. That cap might be alright for the earlier smooth bore filer tubes but I’d still be watching for deterioration of that foam.
